I have a ’92 Buick Skylark that does the same thing. I think its antifreeze in the heater or something. It sound like rushing water when I step on the gas and stops after a few minutes.
Whoever did the repair has not refilled the cooling system properly.
Behind the intake manifold on the pipe is what lookes like a tyre valve which is a bleed screw.
This needs to be open when filling the system to allow the air in the system to escape or you get an air lock such as yours.
This can be done with the engine running and the thermostat open but needs to be done carefully as you can get a nasty burn.
Be sure to have the heater up full and the blower on and top up as you go.when you don’t get any more bubbles just tighten the valve.
Get the power steering checked out. I know that sounds mad but I remember driving a car for a garage one day and that made the same sound and the mechanic said it was related to the steering. That might not be the case with your car but I wouldn’t chance anything if it’s been damage repaired. Get a professional to check it out for you and give you a written report.
It sounds like the radiator water going in and out of the expansion-tank. My Peugeot 406 makes that sort of noise. For piece of mind-check all the fluid levels before you start the engine but I’m sure everything will be ok. I hope this helps.
